if you dont not care flux lost or if you can couple the light well, i think you might try an asymmetrical lens, with different power in horizontal and vertical directions that magnifies the input beam differently.

if the light beam is incoherent, you can use a light guide which are just mirrors enclosing the propogation path. you can use lightools to simulate the output pattern buy using four mirrors to form a rectangular shape.
